Budget Justification for a Grant: How to Write It (With Examples)

How to write a budget justification (budget narrative) for a grant: what to explain for each line, the level of detail funders expect, and examples.

A budget justification (sometimes called a budget narrative) explains every line in your grant budget: what the cost is, how you calculated it, and why it is necessary for the project. Write one short paragraph per line, in the same order as the budget, linking each cost to an activity in your proposal.

It turns numbers into a story reviewers can trust.

What to include for each line

  1. What it is: the item or role.
  2. How it is calculated: rate, quantity, time.
  3. Why it is needed: the activity it supports.
  4. Who pays: the amount requested versus other sources, if relevant.

Examples

Personnel

Program Coordinator, 50% FTE ($20,000). The coordinator will recruit and train volunteer tutors, schedule sessions with the school, track attendance and coordinate family evenings. Calculated as an annual salary of $40,000 at 50% time for 12 months.

Contractors

Reading tutors ($9,000). Two specialist tutors will each deliver one session per week for 30 school weeks at $150 per session, providing targeted support for pupils furthest behind.

Supplies

Books and materials ($3,200). Each of the 80 pupils will receive a reading pack of levelled books and a reading log at $40 per pack, so they can practise at home.

In-kind

Venue ($6,000, in-kind). Eastgate Primary provides two classrooms after school for 30 weeks. Valued at the school's standard hire rate.

Tips

  • Match the budget exactly: same lines, same order, same amounts.
  • Show calculations, not just totals.
  • Connect to activities from your methods section.
  • Explain anything unusual, such as a high cost or a cost some funders exclude.
  • Keep it factual and brief.

Frequently asked questions

What is a budget justification?

A narrative that explains each line of your grant budget: what it is, how it was calculated and why it is needed for the project.

How detailed should a budget justification be?

Detailed enough that a reviewer understands the calculation and purpose of every line. Follow any funder instructions.

Is a budget narrative the same as a budget justification?

The terms are often used interchangeably. Some funders use budget narrative for a broader explanation of how the budget supports the project.
