How to Write a Consulting Proposal That Gets Signed
A consulting proposal structure built around the client's objectives: diagnosis, approach, phases, value-based pricing options and a worked example.
A consulting proposal should be built around the client's objectives, not your methodology. Restate the situation, agree on measurable objectives, describe your approach in phases with clear deliverables, and offer two or three fee options tied to different levels of involvement. The best consulting proposals mostly confirm what you and the client already agreed in conversation.
Agree before you write
Experienced consultants rarely send a proposal cold. In the discovery conversation, agree on three things:
- Objectives. What will be different when the engagement ends?
- Measures. How will the client know it worked? Revenue, cost, time saved, staff retention, a decision made.
- Value. What is achieving the objectives worth to the client?
If the client agrees with these on the call, the proposal becomes a written confirmation, and confirmation is easy to sign.
The structure
| Section | What it does |
|---|---|
| Situation | Their current state in their words |
| Objectives | Three to five outcomes, each measurable |
| Approach | Phases, activities and deliverables |
| Timeline | Phase dates and key meetings |
| Investment | Two or three fee options |
| Why us | Relevant results and experience |
| Next steps and terms | How to start, payment, confidentiality |
Objectives
Example
- Reduce average order processing time from 4 days to 2 days by Q3.
- Agree a single inventory system across both warehouses. - Train two internal leads to run the new process without outside help.
Approach in phases
Give each phase a name, a duration and a deliverable the client can hold.
| Phase | Weeks | Deliverable |
|---|---|---|
| Diagnose | 1 to 2 | Process map and findings report |
| Design | 3 to 4 | New process and system recommendation |
| Implement | 5 to 10 | Rollout plan, training, weekly check-ins |
| Hand over | 11 to 12 | Playbook and results review |
Pricing a consulting proposal
Most consultants avoid pure hourly billing in proposals because it puts the focus on time instead of results. Common alternatives:
- Fixed project fee for a defined engagement.
- Options by involvement: advise only, advise and design, or advise, design and implement.
- Monthly retainer for ongoing advisory access.
| Advise | Design (recommended) | Implement | |
|---|---|---|---|
| Diagnosis and findings | Yes | Yes | Yes |
| New process design | No | Yes | Yes |
| Rollout and training | No | No | Yes |
| Fee | $[fee] | $[fee] | $[fee] |

Show relevant proof
One short case study from a similar organization is worth more than a long biography. Use a problem, approach, result format, with a number in the result. If confidentiality prevents naming clients, describe them by industry and size.
Mistakes consultants make
- Writing pages about frameworks and models the client did not ask about.
- Objectives that cannot be measured, such as "improve efficiency".
- Leaving out what the client must provide: data access, staff time, a decision maker.
- Sending the proposal before the client has agreed the objectives.
